The Islamic State’s tribal policies in Syria and Iraq

The surprising ability of the jihadist organisation “the Islamic State” to capture and hold large territories in Syria Iraq raises important questions regarding rebel governance civil wars. One understudied aspect growing literature on rule is insurgents’ relations kinship organisations. This article offers a detailed empirical exploration ISIS’ tribal policies mid-2010s. It argues that relative success maintaining control over areas preventing tribal-based uprising due three main factors. First, ISIS pursued well-calibrated carrot-and-stick vis-à-vis tribes, which divided constituencies undermined their mobilise effectively. Secondly, politico-military situation both contributed deprive Sunni-Arab tribes from trustworthy military allies sources external support, forced them instead lie low accept rule, while waiting for be defeated by enemies. Thirdly, inter- intra-tribal divisions had allowed penetrate most thereby reducing tribe’s act as cohesive effective socio-political units.
